Based on years of experience in government programs and commercializing technologies emerging from the laboratory, Rosettex’s unique approach to R&D encompasses two discrete processes. First, through our Solutions Identification process, users’ needs are analyzed and optimal solutions are identified. Independent experts in technology and market assessments evaluate potential solutions to ensure competitive business pressures do not influence recommended program decisions.

Rosettex teammates that conduct Solutions Identification are called "Affiliates" and do not participate in the R&D, product development or systems integration work of the second process, Solutions Implementation.

The Solutions Implementation process encompasses R&D, prototyping, product development, commercialization, technology insertion, and systems integration. Rosettex "Associate" teammates, which perform these tasks, are selected for their unique expertise and are separated from the Solutions Identification process by a procedural conflict-of-interest wall.

Users’ needs drive the business cycle. Outreach efforts facilitate getting close to operational users, understanding their needs and environment, and enhancing identification of problem solutions.

Market and technology assessments are conducted by leading technology experts. Commercial technology is the basis for solutions selection. Independent experts are employed for best solutions identification to users’ needs. This ensures developer’s competitive business interests are not driving technology solutions. Close association with independent venture capital firms provides access to private emerging technology information.

R&D and prototyping institutions are chosen for their unique expertise, superior technology, applicable R&D and/or products. Partnership currently involves more than 70 leading technology organizations including academic and independent research centers, commercial product companies, and systems integrators. Product developments with dual-use applications are sought (for commercial markets, not just government-unique R&D). Iterative (spiral) development is favored. The Rosettex Venture Fund is available to finance partners with promising technologies that meet users’ needs and commercialization potential.

Technology insertion by systems integrators is used to enhance existing systems with increased capability and/or reduced cost. Outreach is employed for user training and feedback on solutions utility.
